This is the number that counts. Your best skill doesn't get a vote.
CELPIP is the easy one: your level IS your CLB, skill by skill — CELPIP 8 in Speaking is CLB 8 in Speaking, done. PTE Core needs the table, since it's scored 10–90 per skill and the bands aren't round numbers. Either way, your overall CLB is the lowest of your four skills.
