Attendance at art galleries is declining: causes and solutions

The question

In many countries, attendance at art galleries and museums is falling. What are the causes of this, and what solutions can you suggest?

How to answer it

Every solution must answer a cause you actually named, or the second paragraph floats free. Causes worth choosing: cost and travel, competition from everything else on a phone, and an atmosphere that tells people without an arts education they are in the wrong room. Solutions map one to one: free or pay-what-you-can entry, late openings for people who work, and labels written for a visitor rather than a specialist.
