This is a responsibility question, so argue from who actually has the power to change the outcome. Consumers choose between what is on the shelf; producers decide what goes on the shelf in the first place. Give the consumer side its genuine strength — demand shapes supply and refill schemes only work if people use them — then land on producers, ideally with the point that a rule applied to a few hundred firms is enforceable in a way that millions of shoppers are not.
